- Complete a CommuNETe Pay Enrollment Form at our office in Hagatna or Dededo.
- Within the next business day you will be assigned a User I.D. and temporary password to access CommuNETe Pay.

(During your initial access to CommuNETe Pay you will be prompted to change your temporary password and to read the bill pay Terms and Agreement. Upon your acceptance of the Terms and Agreement you can begin accessing CommuNETe Pay services).
